Theresa Osenbaugh has served as the Deputy City Administrator for the City of Grain Valley since 2020 and has been with the City since 2017. Prior to her work in local government, Theresa built a career in the nonprofit sector, including time with Susan G. Komen where she led health education, advocacy, and grant initiatives across a 17-county region.

Theresa holds a Master’s in Social Work with an emphasis in macro/administrative practice from the University of Kansas and completed undergraduate studies at the University of Iowa. She is a Certified Nonprofit Professional through the Nonprofit Leadership Alliance and a graduate of the Heartland Economic Development Course.

Theresa is a founding member and current President of Downtown Grain Valley, Inc., and also serves on the Board of Directors for Midwest Public Risk and the Bright Futures Advisory Board. She is passionate about community building, economic development, and creating vibrant, connected spaces for residents and businesses alike.
